GICNT: Registration Open for Exercise “Kangaroo Harbour” and 2016 Implementation and Assessment Group Meeting

Kangaroo Harbour: May 16-18, 2016

We are pleased to announce that registration is now open for the Global Initiative to Combat Nuclear Terrorism (GICNT) Workshop and Exercise “Kangaroo Harbour.” The Government of Australia will host the workshop on 16-18 May 2016 at the Sheraton on the Park Hotel, Sydney, Australia.

“Kangaroo Harbour” is open to mid- to senior-level management from GICNT partner nations who hold policy positions related to international communication for consequence management, detection, or forensics. Specifically, participants may have backgrounds as public information officers, emergency managers, emergency planners, law enforcement officers, public health officials, first responders, laboratory personnel and detection operators.

The workshop will build on the outcomes of the workshop and exercise, “Blue Raven,” related to national response coordination. The workshop will also build on the outcomes of “Sugong Bagani” in the area of public messaging. In particular, “Kangaroo Harbour” will focus on demonstrating best practices in issuing and responding to notifications and assistance requests to increase nuclear detection, nuclear forensics, emergency response, and other investigative capabilities during different stages of an emergency involving the threat and use of radioactive materials in a terrorist attack. The workshop will include presentations and panel discussions on national and international frameworks for notification and assistance, the role of law enforcement, and case studies to highlight potential pathways for issuing and responding to notifications and assistance requests through bilateral and regional arrangements and international organizations. Separate tabletop exercise (TTX) modules will reinforce key workshop concepts and identify potential models, gaps, and challenges.

Read ahead materials for the workshop, including sample questions, a scenario outline, reference materials, and exercise background, will be available on the Global Initiative Information Portal (https://global-initiative.info) two months in advance of the workshop. By providing this material, participants will be better positioned to share both their personal and national perspectives on international coordination.

2016 IAG Meeting: May 19, 2016

On May 19, 2016 the Government of Australia will host the 2016 Implementation and Assessment Group (IAG). The meeting will provide an opportunity to report the outcomes of the 2015 Plenary and the progress of the partnership in building from and realizing the strategic priorities of the Plenary. Presentations will also include outcomes from each GICNT activity conducted since the Plenary and updates from each working group Chair.
