WINS Announces New Leadership of the WINS Board

The World Institute for Nuclear Security (WINS) is pleased to announce changes to the leadership of its Board. Dr John Barrett will serve as the new Chair of the WINS Board and Ms Mary Alice Hayward will serve as Vice-Chair. Both bring their vast experience in the nuclear field and proven track records of success in leadership to WINS.

WINS wishes to thank Mr William Tobey, Chair of the Board from 2012-2024, who led the Board tirelessly and expertly. Mr Tobey guided WINS through a transformative decade. Under his leadership, WINS expanded its global reach, strengthened international collaboration in nuclear security and achieved key milestones in capacity building and innovation in the nuclear security sector.

“Serving as the Chair of the Board has been a privilege and a pleasure,” said Mr Tobey. “The progress we’ve made together in advancing nuclear security would not have been possible without the exceptional contributions of the Board, the leadership team and the WINS Member network. I am confident that Dr Barrett and Ms Hayward will continue to build on this foundation and take WINS to even greater heights.”

Dr Barrett, a WINS Board member since 2017, brings a wealth of government and private sector experience and expertise to his new role. Throughout his tenure on the Board, he has been a vocal advocate for strengthening the security of nuclear and radiological materials and expanding stakeholder engagement across energy, medical and research sectors.

“I am deeply honoured to take on the role of Chair,” said Dr Barrett. “As the leading non-governmental institute dedicated to building an international community of nuclear security professionals, WINS is at a pivotal moment. At a time of renewed interest worldwide in advanced nuclear technology and its many civil applications, WINS is needed more than ever. I am committed to continuing the collaborative work that Mr Tobey so successfully championed. I look forward to working with our Board, WINS Members and stakeholders to achieve our shared vision and goals.”

Joining Dr Barrett in this new chapter of leadership is Ms Hayward, who has been on the Board since October 2023. With a strong background in nuclear energy, non-proliferation, and US national security issues, Ms Hayward will bring a fresh perspective and valuable insights to WINS’ strategic direction.

“It is an exciting time to be part of WINS, and I am delighted to step into the role of Vice-Chair,” said Ms Hayward. “I am particularly passionate about ensuring innovation in nuclear security, and I look forward to working closely with Dr Barrett and the Board to drive progress.”

Commenting on the recent change, Mr Lars van Dassen, Executive Director of WINS, remarked, “WINS extends its deepest gratitude to Mr. Tobey for his remarkable contributions during his tenure as Chair and warmly welcomes Dr Barrett and Ms Hayward to their new roles as the organisation continues to lead the way in enhancing and innovating global nuclear security.”
