We are proud to name Jean Claude Dusabe, a nuclear inspection officer at the Nuclear Regulatory Authority of Rwanda, a Distinguished WINS Academy Alumni. He shared his views on professional development in the nuclear security sector, the importance of international knowledge sharing, and the advantages of certification.

What was your specialisation in the WINS Academy and why did you choose it?

I specialised in Transport Security Management in the WINS Academy. I chose this specialisation because secure transportation of nuclear and radioactive materials is a critical aspect of nuclear security, ensuring protection from theft, sabotage, or unauthorised access.

As a nuclear inspection officer at the Rwanda National Nuclear Regulatory Authority, I played a key role in developing regulations on the safety and security of nuclear materials. My experience in nuclear inspection and enforcement heightened my awareness of the challenges in securing nuclear and radioactive materials during transport.

How does completing this certification fit into your professional development/career path?

Completing the WINS Transport Security Management certification aligns with my career goal of strengthening nuclear security and regulatory frameworks. As a nuclear inspection officer, it has enhanced my ability to assess and enforce transport security measures, ensuring compliance with international best practices. This certification also supports my broader professional development in nuclear safeguards and security, equipping me with specialised knowledge to contribute effectively to policy development, regulatory enforcement, and international collaboration in nuclear security.

Ongoing professional development is essential in the nuclear security sector to keep pace with emerging threats, evolving technologies, and international best practices. The field requires continuous learning to address new security challenges, regulatory updates, and advancements in detection, protection, and response strategies. For nuclear professionals, staying updated ensures effective risk mitigation, compliance with international standards, and the ability to adapt to evolving security landscapes, ultimately strengthening global nuclear security.

How does international cooperation improve local nuclear security training?

International cooperation enhances local nuclear security training by providing access to global expertise, best practices, and advanced technologies. Partnerships with international organisations, such as WINS, the IAEA, and regional networks, enable knowledge exchange, capacity-building, and standardised training programmes. This collaboration helps local professionals stay updated on emerging threats, regulatory developments, and modern security approaches, ensuring that national frameworks align with international standards. Ultimately, it strengthens national nuclear security by fostering a well-trained workforce capable of addressing evolving challenges.

What advice do you have for WINS Academy learners who have not yet completed their certification?

For WINS Academy learners who have not yet completed their certification, I encourage them to stay committed and prioritise their learning; the knowledge gained is invaluable for advancing nuclear security. The certification provides practical insights, real-world case studies, and best practices that can significantly enhance your professional capabilities. Stay engaged with WINS resources, network with fellow professionals, and apply what you learn to your daily work. Completing the certification will not only strengthen your expertise but also open doors for career growth and international collaboration in nuclear security.
