The object of this study is to provide an authoritative analysis of the potential opportunities, benefits and challenges of a National Level Material Accounting and Tracking System for nuclear material and the international assurances it might provide if successfully implemented. In addition to any political resistance or cost implications, such a system faces significant challenges of scale and technical complexity, and system integration.
