Market and Regulatory Incentives for Increased Cyber Security at Nuclear Facilities

The ideas in this paper were generated at a one-day roundtable hosted by the World Institute for Nuclear Security and the Atlantic Counsel in Washington, D.C., on 8 October 2012. The roundtable included global leaders in cyber security, nuclear energy, risk management, government and other critical infrastructure industries. WINS strives through its roundtables to bring together a broad group of disciplines to address what we believe are new ways of approaching complex, global problems. This was the second in a series of three roundtables dedicated to exploring market-based solutions as a viable means with which to increase executive board level commitment to nuclear security, promote a robust security culture, and stimulate the development of more effective security strategies.
