Background

The Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment (A/CPPNM) is the only binding international instrument concerned with the physical protection of nuclear material and nuclear facilities. It has several implications for nuclear operators, including the following:

  • It influences the content of national legal and regulatory frameworks for the physical protection of nuclear material and nuclear facilities
  • It defines criminal offences involving or directed at nuclear material and nuclear facilities
  • It impacts how many national stakeholders - including nuclear operators - design, plan and implement nuclear security measures It raises the question of how recent global events that have changed the threat and risk environment for nuclear operators can be

Much of the discussion to date surrounding the CPPNM and its A/CPPNM has been focused on stakeholders at the international and national level, often overlooking the perspective of nuclear operators.

To help fill this gap, WINS is holding a three-day workshop to shine a spotlight on whether nuclear operators recognise the link between  this international instrument and their daily practice; how their experience can be conveyed to the international community of practitioners and how this experience could be used to enhance both the instrument and collective support for it.

Objectives

The objectives of this online workshop are:

  • To understand the link between the CPPNM and A/CPPNM and the nuclear security programme of an operator.

  • To consider how the experience of operators may be communicated to a broader audience of international community of practitioners and how these experiences can strengthen the CPPNM and A/CPPNM and the collective support for it.

  • To analyse how the evolving threat and risk environmentcan be considered under the existing obligations in the CPPNM and A/CPPNM.

  • To provide initial recommendations on how CPPNM and A/CPPNM implementation of obligations can be strengthened through an enhanced role of operators in their national nuclear security
