Workshop on autonomous and remotely operated systems: Benefits and challenges to nuclear security

Background

Ensuring the safe and secure management of nuclear and other radioactive materials relies on the competence and professionalism of those entrusted with this responsibility. For organisations—particularly licensees—this means implementing systematic approaches to training and professional development, and being able to demonstrate these efforts to regulatory authorities.

A competency framework is a vital tool for aligning workforce development with organisational and national nuclear security goals. It supports structured training, performance assessment, and career progression, while enabling effective succession planning. Strengthening such frameworks at both the national and institutional levels is key to building a resilient and sustainable nuclear security workforce across Southeast Asia.

This regional initiative is organised by the World Institute for Nuclear Security (WINS) in collaboration with ATOM Malaysia, and funded by the Weapons Threat Reduction Programme of Global Affairs Canada (GAC). It forms part of a multi-year programme that aims to promote sustainable nuclear security capacity-building throughout the Southeast Asian region. With the support of GAC, the programme is helping countries enhance their competency frameworks and deliver targeted training in areas such as nuclear security culture, information and cybersecurity, and the secure transport of radioactive materials.

Objectives

This three-day regional event is designed to foster collaboration, learning, and practical improvements in nuclear security competency management. By the end of the roundtable, participants will have:

 

  • Explored international best practices and tools for competency development and training in nuclear security.
  • Reviewed national and institutional approaches to managing nuclear security training and performance assessment.
  • Engaged with case studies and success stories from across the Southeast Asian region.
  • Participated in peer learning and interactive group work to identify practical strategies for implementation.
  • Contributed to a regional dialogue on sustainable and inclusive workforce development in nuclear security.

Audience

This roundtable is intended for a diverse group of professionals across Southeast Asia who are engaged in nuclear security and competency management. We welcome participation from:

  • End-users and licensees
  • Regulatory authorities
  • Government agencies
  • Law enforcement organizations
  • Academic and research institutions
  • Human resource and training managers

We particularly encourage the involvement of individuals with responsibilities in the following areas:

  • Workforce planning
  • Training and capacity-building strategy
  • Human resource development
  • Oversight and implementation of nuclear security measures

Stakeholders from the following Southeast Asian countries are invited to participate:

  • Brunei Darussalam

  • Indonesia
  • Lao People’s Democratic Republic
  • Malaysia
  • Philippines
  • Singapore
  • Thailand
  • Vietnam

Process

The roundtable will be held in person in Kuala Lumpur, Malaysia, from 11–13 June 2025.

  • There are no registration or participation fees.

  • The event will be conducted in English, and all materials will be provided accordingly.

Nomination Process
Each interested organization is invited to nominate one suitable participant—preferably someone directly involved in training, human resources, or nuclear security policy and oversight.

🔸 Please note: Participation is limited. Only individuals whose professional background aligns with the event’s objectives and target profile will be considered for selection.

Priority will be given to nominees who are actively engaged in:

  • Workforce planning and development

  • Implementation of nuclear security training programmes

  • Human resource strategy within nuclear security organizations

  • Oversight of competency frameworks and performance management in nuclear security

Nominations that do not meet the required profile may not be accepted
