Webinar on Insider Threat Mitigation in the Aviation Sector

Background

WINS has conducted a major benchmarking research project over the last two years comparing the evolution and future security challenges faced by the civil nuclear and aviation sectors with the purpose of identifying transferable best practices between them. In conducting the research, WINS has worked with experienced practitioners in both sectors and interviewed countless individuals with responsibilities for aviation and nuclear security, at all levels, as well as conducting a thorough analysis of the publicly available information on aviation and civil nuclear security. Taken together, this research programme is the most comprehensive effort ever undertaken to benchmark security in these critical sectors, and to identify root causes for any differences and opportunities for cross-sector improvement.

One very important similarity between these two sectors are serious and ongoing concerns over the threats from insiders. Insiders are individuals who may take advantage of their authorised access to facilities, processes, materials, transport operations or sensitive computer and communications systems to perform a malicious act. Insiders pose a potential problem for both sectors and lessons can be learned from aviation on (inter alia):

  • Understanding insider motivations
  • Dealing with the threat of radicalisation
  • Addressing issues of coercion and blackmail
  • Recognising the signs of an internal security risk
  • Identifying potential targets and vulnerabilities
  • Developing an insider mitigation programme
  • Gaining organisational support

This similarity in practice is an opportunity for benchmarking, to try and identify transferable best practices between the sectors at international, national and operational levels.  For example, the International Civil Aviation Organisation (ICAO) Aviation Security Manual (Doc 8973 – Restricted) assists its Member States in implementing Annex 17 to the Chicago Convention by providing guidance on how to apply its Standards and Recommended Practices (SARPs). Annex 17 and Doc 8973 are constantly reviewed and amended in the light of new threats and technological developments that have a bearing on the effectiveness of measures designed to prevent acts of unlawful interference in aviation, including insider threats.

Objectives of the Webinar

  • Disseminate information on the WINS nuclear/aviation benchmarking study
  • Examine best practices from aviation security that can be applied in the nuclear sector.
  • Identify the common threats relevant to both the nuclear and aviation industry, with a focus on insiders.
  • Identify and understand the aviation sector’s approach to mitigating insider threats, including its use of information sharing, vetting and exit procedures, centralised/decentralised programme structures and cyber security.
  • Learn how the aviation industry delivers training to address insider threats.
  • Learn how the aviation industry uses technology and data analysis to improve security.
