“Basic training for security is easy to find, but when we talk specifically about the security of nuclear facilities, the reality is a little bit different. In Finland, we have a pretty good network and numerous cooperation opportunities between the private security sector, nuclear facilities and different authorities. We also have a high quality education system. One thing is missing though: basic training for nuclear security.
Although I have a fairly good understanding of security operations, I felt that I could benefit from additional experience and knowledge about the nuclear industry and security management. Now, having passed both the Foundation Module and the Elective Module for Executive Managers, I must admit that I have gained a lot of new ideas and perspectives… I personally hope that experts from different countries and organizations will participate in these WINS Academy courses.”

In December 2014, Mr. Jussi Kivinen became the first WINS Academy participant to complete and successfully pass the WINS Academy Nuclear Security Management Certification Programme for Executive Managers. This programme addresses the most effective methods of implementing nuclear security through cross-functional management, identifies meaningful metrics and performance indicators, provides a business-style approach to security management, and addresses communications issues relating to command. It shows how security, if properly managed, adds value and resilience to an organisation and helps it achieve its strategic objectives.
By earning the first Certification in Nuclear Security Executive Management, Mr. Kivinen has proven a deep personal commitment to educational excellence and we commend him for his hard work. We hope that his experience will inspire others who will in turn contribute to building a vibrant and rewarding community of WINS Academy alumni dedicated to strengthen nuclear security around the world.
Mr. Jussi Kivinen is a security expert at Fortum Power and Heat Oy, in Finland. Before his current position, Mr Kivinen had significant experience in the Finish Defence Forces, as well as in the police and private security sector. He holds a Bachelor of Military Science from the National Defence University, Finland, and a Diploma in Police Studies from the Police College of Finland.
