The audience for this module consists of guard forces, police, first responders and national-level civilian and military response forces who are responsible for responding to a nuclear security event.
The module addresses some of the key issues that organisations could face when planning and implementing security incident arrangements that could require an armed response. In doing so, the module recognizes that circumstances will vary from one State to another; therefore, it seeks to provide insights into the principles of effective emergency management and incident response rather than prescriptive standards. The module asks informed questions that prompt reflection and further enquiry and addresses the strategic context for incident management.
By the end of the course, participants will understand what needs to be considered when preparing a guard force to respond to an incident. They will also understand how to manage a response to an actual incident and how to ensure the effectiveness of post-incident investigations. They will also learn how to use scenarios to plan and test emergency response and increase the effectiveness of their decision making.
